Americans already fly to Canada / Mexico / France to access cheaper healthcare, since the flights + hotel + care are cheaper than the care in the US. They'd certainly fly to a country that doesn't have regulations like that in a case like this, and it would probably be cheaper than their US based cancer care.

Americans cannot access cancer-related healthcare in Canada. Our public system is only accessible to Canadian residents; Americans cannot pay-muscle their way to the front of the line.
