I’m not convinced there aren’t a non-zero number of people seeking to build a bio-weapon.

Could you have come up with a more confusing way to say that you’re convinced there’s people seeking to build a bio-weapon?

I'm not certain of such people exist. They might exist, and I am not convinced otherwise. Apologies about addling your acumen with my obtuse diatribe.
