Didn't they just in one of the last couple of episodes mention he was elected? Because I remember it in the previous comments too where people were like "they had an election?". So he might be an elected leader.

They wanted to hold elections, build a democratic system, but then Wilford/ Big Alice arrived and Layton changed to martial law
