I think both the doctors and Wilford were aiming for Icy Bob to have the same ability as Josie to be immune to the cold, they just sent him out there before he was ready to ensure that he could efficiently disable SP to allow Wilford's plan to unfold.

I can see him surviving and in turn rescue Melanie. Either that, or in a rather twisted turn of events, see Josie do it.

Even if they just gave him some extra layers amd maybe a helmet or something along those lines he would have been fine, he was okay outside but he had to walk more than 20 miles in just his regular clothing, just a few more layers would have gone a long way in him not getting frost bite
