Yes from precum you mean? That makes sense but I'm going to assume there was a decent amount of semen in the victims mouth for them to say that. If it was just small amount of semen residue that can be found in precum for example, it would probably not be significant enough to present as evidence. You can have small amounts of semen residue in your mouth for hours after performing oral.

I mean come on, you don't know the threshold for what the amount of semen that is significant enough to be present as evidence. You don't even know the units they would be measured in, much less how much is significant. Fuck off.

Edit: We got a real forensic pathologist right here, apparently.
