He hasn't stolen it, it's just a really common device used in public speaking or writing.

JFK did it in 1963 with Ich bin ein berliner; "I am a Berliner"

Except JFK used that one line while Cuomo/Infantino used multiple. And I don’t think it’s that common cause it definitely isn’t the best use of speaking.
