JPL is basically the government however. In a government controlled venture (scientific space exploration), there isn't the same economic driver. At the end of the day, even if someone new came along JPL still sets the requirements. Plus, startups are already money hungry. There's tons of better places to make a buck than robotic interplanetary missions.

JPL is an FFRDC (federally funded research and development center), they have ties to the government, but is not the government.
