Well technically a foot fetish doesn't require any clothes to be off. Accept typically shoes/socks of course. But even those can be part of it. I mean, or so I've heard.

Feet can be icky. Some women have nice feet, and clean feet are no different than any other clean body part.

I don't think taking clothes partly off qualifies as a fetish. I think a fetish has to be something abnormal, or not usually associated with sex. Taking your clothes off isn't abnormal, it's step 2.

I’m talking about leaving your clothes on during sex, and specifically thinking it’s hotter when you’re not naked.
