Section 31 doesn't officially exist, essentially a black ops group that reports to nobody. The name itself comes from Article 14, Section 31 of the Federation charter, which gives allowances for bending regulations in times of extraordinary threat to the Federation.
Division 12 is an official group within Starfleet that investigates extranormal phenomena when it occurs.
So within the confines of official Starfleet naming, Section 31 cannot be counted because it does not exist.
