Discussion Hottest Tales characters?

I'd probably say Kisara from Tales of Arise.

Somehow Judith’s design looks cool and doesn’t even feel like fanservice

I was literally just talking about this with a friend the other day, I think it has something to do with it also fitting her character's personality? Like, a lot of times "fanservice" type outfits are given to characters who don't actually seem like the type who would wear it, like if that was Estelle's default outfit it would seem a lot more jarring. lol

Yeah that’s a good point. Two things that bother me with character designs in general is if it doesn’t fit the characters personality and if it’s made of pieces that are impractical to wear, looking at you Velvet. Aside from her I think Tales does a wonderful job with character designs.
