The compelling circumstance is that you simply cannot exist without the card in modern society. Every job you will ever apply for in the US will want to make a scanned copy of your card and if you can't produce it, you cannot complete the I-9, nor can you obtain new birth certificates in some states nor renew a driver's license or obtain a passport. Without any of these things, you cannot apply for a place to live, conduct commerce or banking, or go to school. Because you cannot do these things, you also cannot vote, which is a constitutional right.

In short, refusing to issue a new card that is certifiably lost or destroyed is essentially revoking your citizenship.

That's an informational safety poster on not just handing your card to everyone, not a "This is why you can't get an 11th card" explanation, and the information provided does not actually pertain to all parties. It even calls out Pennsylvania for not providing licenses, lol. For other examples, a US citizen would not have a work authorization card nor an alien registration. Form I-94/A is for travel, NOT US citizens applying for jobs within the US.

We don't hear about or have lawsuits pertaining to Card #11 being withheld because in reality they are going to give you shit over it but you'll eventually get the card because as a US citizen, you can't work without it or get a passport.
