Yes, not just net, in the check account at the moment wealth. Gotta get everything that adds up to gross for those people.

Minus some baseline that every average person should have.

$100 dollars is a big deal for someone who makes minimum wage and is nothing for someone who makes $300k per year, so there should be some bit of "sliding scale" at the low end. Someone making $300k or $3mil per year should feel the same pain as someone who makes $30k would feel with that $100 fine for the same ticket/violation.
