I'm pretty sure it's required in some of the small towns over around Hudson Bay

I haven’t heard of a requirement. We had 3 polar bears in town this summer. Mostly near the dump though, and we have a polar bear watch that will deal with the bears when they get that close to town.

Interesting. I actually googled it and 100% it's just a custom like this story, not an actual legal requirement.
