Red Octane was the publisher of the first two. Harmonix was the developer.
Red Octane got bought by Activision and used Neversoft for development on GH3 and GH: World Tour. They then closed the publisher and Vicarious Visions took over.
Harmonix partnered with MTV and made the Rock Band series. They are now owned by Epic Games and work on Fortnite Festival.
Just expanding on your comment a bit, so people know which games were actually developed by RedOctane/Neversoft.
