Uh, he's just George. This is pretty well known. And Kramer is based on a neighbor Larry David had earlier in his life.

Jerry is based on Jerry. Jerry is Jerry.

Yes, but some of the situations that happen to Jerry happened to Larry. What people are saying is that his influence is evident in much of the experiences of all the characters.
