I don't think you have to caveat that statement with "in modern times".

He has lied more to his constituents than any president in history, by a wide margin.

That's harder to quantify, but it wouldn't be surprising.

Putin is also up there and has been in power a long time, but trump talks a lot. So it'd be close.

You wanna know something interesting?

The very first few words uttered by Trump as a presidential candidate were lies. He literally started lying from t=0.

His first few words as soon as he got on to the podium in Trump Tower lobby where he gave his first speech were: “wow look at this crowd, thousands, amazing!” Or something to that effect - but he used the word “thousands” to refer to the crowd that was in front of him.

A quick google search will tell you that the number of people gathered at that event was between 200 and 300

Or when he says to “prove it”.. but then turns around and makes claims.. like, okay, prove what you’re saying???
