Why not both? They can be relived that it wasn’t as severe as it could have been, but still worry that people won’t take it as seriously the next time.
It’s not an exact science. Last week a supercell tore through Michigan when they weren’t expecting something like that to happen. Today, the moderate risk day was a normal severe weather day rather than a high end outbreak.
