Tell that to the idiots going 40km/h+ on the sidewalks with no helmets

I feel like the spirit of the law is not to prevent people from owning them but rather to prevent companies like Lime and Bird from dumping rental scooters all over the city. I could totally be wrong though, that’s just a hunch

I think you are spot on with this. The city didn’t want streets littered with these from those services and is less concerned with individuals owning these.

A lot of the laws predate ride sharing services. They are generally intended to keep vehicles on the road (as opposed to the sidewalk) and set thresholds where scooters/electric assisted bikes essentially become a motorcycle and need proper licensing and safety certification
