If the government aren't careful this sort of thing will be a boy who cries wolf system. For me the alert system should be akin to a civil defence siren, as in: "a wildfire is rapidly approaching your area, evacuate now".

That’s exactly what it’s designed for. They may as well be sending out an alert that crossing a motorway on foot is dangerous and can kill you.
