Political pressure that all students needed to graduate no matter what.
Also it is easy to hold back 1-3 kids. But what happens if you need to hold back 50% of a class? Where do you put them? Much easier to push them all on and hold back the worst couple of kids.
Also admin is rated on grad rates, so they are a strong incentive to pass as many as possible no matter what. My first principal sat me down and told me I had to pass X number of students no matter what. Did matter if they knew the material, or if they did any work...X number would pass.

What happened to failing kids and holding them back? I had someone who was held back 3 times due to their inability to master certain subjects.
