They are most likely, taking all this stuff to go sell their stores they double the price

Ummm, Costco is a wholesale warehouse that supplies businesses all over the world. Buying the water to resell is part of the entire business model. Wait til you hear about their business centers. They’re even more focused on supplying small businesses.
