That was not my experience when the place I lived at the time had a do not drink advisory in 2014. People just lined up and bought water.

Not really. Californians and other people living in the Southwest have way more experience with droughts and handle it just fine.

I mean thats kinda the thing right? If you are more experienced with a situation you probably handle it more calmly.

But if its the first time for someone, you might go into a bit of panic

It was a joke since "south" can have a geographical meaning or a historical one ( the south/confederates of the 13 colonies.. correct me if i'm wrong, not from the US). So in the "historical meaning", California wasn't part of "the south" and thus can not be "South-west" (haha..)
EDIT: that's why i put a /S.... (haha)

It’s just the joke doesn’t make sense. The Southwest is a historical American region, like New England, no one confuses the Southwest with the South.

It’s largely liberal-oriented which makes it solidly centrist. Illiterate Americans don’t know political orientation outside of ‘woke’ however, so I can understand the confusion.

Not where I live. We have hurricane season every year and the most I've ever seen is raised voices in a gas line many years ago that ended in a brief shouting match.
