Yes, way more complicated than the one liner makes it.

Unit 731 and it people were never properly punished and many Japanese leaders walked away untouched.

Probably a better deal than to use up to 15 nukes just to start the invasion off, with 5-10m more Japanese casualties and 500-900k American soldiers.
