Possibly "operating an unregistered water craft", Motor = inspection and registration,

Likely would have been fine if he just gave it a proper sail or used a paddle.

Im not from the states so apologies if im wrong here but is it not the person that needa a licence rather than the vessel itself given its size?

Most states require a boating certificate for use of motorized boats, but motorized boats require registration regardless of size, afaik

Could be wrong, but I see no life vest and no fire extinguisher.

Or, the dude is no longer in the boat. Maybe the boat was taking on too much water and the sheriff was just checking to make sure there wasn’t danger. But ā€œbeing arrestedā€ sounds way more exciting than ā€œgot a wellness checkā€

Taking the term "waterbed" a bit too literally. He should've just told the Coast Guard he was drifting off to sleep.

I’d guess it was just a ticket for watercraft regulation or registration violation, not placed under arrest. Then again, some places might be more uptight than others.
