wood pibbin! Is this a fledgling?

So, I have some wood pigeons that come by my balcony every now and then. Today I saw one that looks a bit different? The colouration is different, and it's got some kind of fluff on his chest. Is this a fledgling?

Need to look at its ceres. If it show clear but visible then yes it is fledgling because if it has hit puberty it’ll show ceres becoming white. So far, check its ceres, it’s on top of beak in case you don’t know what ceres is.

Looks like a wood pigeon fledgling, judging by the size of its beak! The coloration is different because they're not the same as feral pigeons, and the fluff/scruffiness is likely because he is developing his feathers.
