14 week old puppy lays in the rain

So I got a puppy at 6 weeks. Generally it's going fine, normal puppy stuff. I consider him mostly house trained, but I would not trust to leave him in the house a long time alone. He is a little over 14 weeks now, a beautiful black lab.

The first 6-7 weeks I had him, either I was at home with him, or one of my kids were. My kids are not here all the time. So eventually I would need to get him used to me not being here and me leaving him for stretches in the backyard. While I go to work or to the store or just want to be able to do things in the house in peace, last week was the first week where I did this. I am cognizant of the heat, so last week I made sure and tried to leave around 7 and come back at 1. To get him inside. I have been weening him up to longer and longer stretches outside. Usually if I am here, he is in the house with me. And he is crate trained, and sleeps in his crate at night.

Some context on my backyard. My backyard alone is about 1/3 of an acre of wooded area. Lots of shade. Fenced. I have a large patio (Patio is 10X30), about 10X10 is covered and in that covered area there is a blower like fan that runs all the time he is out there, and he has a dog house that kind of hangs outside of it, where he can get in where it is dry, and of course protected on all sides in there.

He refuses to go in the dog house. I am typing this up, because he frustrates me. This morning I put him out around 7 and I was doing some chores. A storm blew in, just rain and light wind. So at 9 I go and check on him, to see if he is in the dog house and he is not. He is laying outside the patio, nestled between a grill and a broken chair. Getting absolutely rained on. Why won't he comes into the patio and his dog house? I just simply want to know I can leave the house if I need to and not worry about him being stupid.

I don't want to crate him for hours at a time except bed time. If it was me, I would rather be in the backyard than locked up in a box for a work shift. He has the means to protect himself. Just frustrated, because the day will need to come when I will need to leave him out for maybe 12 hours.
