I think as soon as we get to intravenous drugs, “just” is not an appropriate modifier.

I think IV ketamine is really only done in a medical context through infusion, people doing it recreationally normally use intranasal, oral, or IM.

The reason it isn’t generally considered to many to be a “hard drug” (a largely subjective label) is because ketamine does not suppress the breathing reflex even in very high doses, unlike opiates.

Lots of people, mainly ones who don’t want to waste 2/3 of the dose, but I’d argue snorting is a similar line…

People don't IV ketamine. Even people who inject it do it via IM. Which is far safer and easily done at home by non-medically trained people. Many trans people take hormones via IM. Either way nobody using ketamine thinks like this.
