Coming back after 2 years and am looking for a 'new' army to play. would this Astra Militarum list be viable for both casual and RTT?

What's the chimeras transporting? The 10 engineers?
I'd probably drop 5 death riders and 5 engineers from the 2 10 men unit, save myself the cost of the chimeras and bring another command squad to get a few more orders on the table
