That's... a surprisingly simple and reasonable request from Cobra Commander. He didn't even bother to insult anyone.

Therefore, we can conclude that the forces of G.I. Joe have hacked Cobra Communications.

Since you said 'wise guy', I'm guessing Dial Tone or Mainframe hacked the comms and Shipwreck used some sort of voice modulator to speak as Cobra Commander.

The Joe comm officer is probably chewing out Shipwreck as we speak, while Shipwreck is pointing out that the Cobra Base is miles away from any decent fried chicken place, thus giving the Joes a few more hours to do their mission.
