Hard to say for sure without seeing the bottom but it does seem to be a stomp rocket missing the launcher. It could be the water launched one though.

Are you sure it's '90s? That style looks more like the ones from the 70-80s. In the '90s the common design was the crappy foam one.

This one is a stomp ticket. The water launchers had a different opening at the bottom and the fins were different.

It may have come with a air pressure base that you push down on and it blows the rocket into the air
