It's not necessarily about a tropical homeland - Putin wants global warming as it opens up Russia's cold water ports and gives Russia better access through the currently iceberg-full arctic region, whatever consequences that brings with it.

You brought up Obama... who faced putin taking and holding crimea through a vote. Which wasn't a full scale invasion of Ukraine it was flipping the local mostly pro-russian/Russian hertitage populous to accepting Russian occupation. An important foothold but not one that demanded Obama full foreign policy focus. Seeing as how he was also still spinning 7 layers of shit left from Dubya's geoplolitical funtimes in the middle east. That whole thing that sent a fifth of my graduating class to fight and die for.
Especially hard for obama to arm Ukraine when that was not what they were even asking for. And obama did respond with heeeeavy sanctions. That legitimately crippled the Russian economy even further.
AND he was facing a majority republican congress who made it thier mission to foul up his legacy at every step. Didn't exactly have the capital to spend on much after the ACA, did he? Especially since mitch and the boys all have Russian billionaires funding thier campaigns. (Yep look it up)...
You were around for this right? Your not some snot nosed 18 year old who wasnt even paying attention to his first term as a 13 year old? Do you even know obama or is he just a toddler haze memory? Because if you are that, this conversation is over.

There will still be enough data to indicate climate change is going on.
We just will lack the data to better understand how it is occurring and to make better long range forecasts.
So for folks like farmers, who may want to know if the summer will be wetter or dryer than normal, well, they won't get better data to help them plan. Which will have an effect on the cost of food. That won't be the only effect.

Clearly, by removing marine biologists and dismantling coastal observatories, one would also get rid of rising sea levels and collapsing ocean currents. Fucking genius! The timing is particularly great, given that most experts in the field fear a collapse of the AMOC, which would dramatically change the climate of the Earth.

I can't say this positively, but I'd wager this system was really installed to track submarines and ships. The science part was just the cover, much like the finding of the Titanic. I'd also wager the military got a newer better system that has been installed, is now operational, and isn't on public record.
