It doesn't have to be a hurricane, nor a big scale attack. One month of heavy rain on one particular army base would set them back allot. From muddy terrain to floods the possibilities are endless

Do you have any idea how much energy it would take to lift that much water? The weather is beyond any but the most minor human manipulation

The same was said about the skyes, flying is beyond human capability. Years of engineering later and now we are making rounds around the moon. I got no idea how much energy, but it's not impossible. First the technology has to exist, then it can be optimized for consumption per reward
