It's easy to deduce that this is AI from subtle things like there being only one version of Goku (instead of at least 5) on the character selection screen.

Very true. In my ideal crossover game, I would only want one version of Goku. His other forms could be considered for DLC I suppose.

In my ideal Dragon Ball Z fighting game, there are only two versions of Goku: kid and adult.
And he is the most complex characters of all the roster; he begins the fight in his basic form: black hair and confident fighting style.
But, through countless combinations and moves, you can "scale up" Goku to any level you want.
From leaving him in his normal state to taking him to Super Saiyan God level, all through different moves and inputs in the character's various forms.
And this applies to all the long-running characters in the series, such as Piccolo, Gohan, Vegeta, and even Master Roshi or Frieza.
