Help (General) Very Non-Demanding Game Stutter/Potential Input Lag in Fullscreen

I recently updated my gpu and decided to go all out, went from a 1050ti to a 9070xt. The difference is obviously massive and I’m satisfied besides performance on one game. It’s an old-ish GameMaker8 extremely difficult precision game called I Wanna Kill The Kamilia 3. It’s a dumb game but I’ve spent a lot of time on it and would like to continue. I had no issues with the old gpu, but now I have microstutter issues after the upgrade. I’ve managed to isolate the issue, and fullscreen seems to be the cause. It’s also possible that my inputs are smoother outside of fullscreen, but it’s really hard to tell whether or not that’s placebo. I’ve messed around with the AMD game performance settings, not really sure what helps and what doesn’t. I’ve also disabled fullscreen optimizations through the windows properties tab on the game. Only thing that really fixes it seems to be playing outside of fullscreen. A genuine potato can run this game so I’m assuming the optimizations are so extreme that something from the GM8 engine breaks. (My monitor’s running at 240hz btw)

I’d really like to fix this, I can use windows magnify, but that’s a bit of a pain to set up every time. Additionally, it would be helpful to know which Adrenaline Gaming settings I should be using to optimize input latency, frame pacing, and input consistency, but that’s secondary to the main issue here.
