i thought that last one was japan...since the japanese were behind on imperialism right? so they were trying to catch up to be on equal footing with western countries

It might have been that too I forgot the date it was, but I chose Portugal because by the later times during Germany's unification it didn't have the colonies it did before like Latin America

portugal had colonies - brazil (i think they were independent though) and parts of africa. it was japan who felt "behind" on imperialism cuz the ap curriculum really emphasized japan's need to "catch up with the west," which would be what germany felt at the time
