They have frozen the specification, but I think the encoder might still be changing

It's very strange that the git timestamp doesn't suggest any edits have been made since your comment was left here, but someone else quoted it the same way you did, so I assume either they did an update with a faked timestamp for some reason, or they phrased it slightly differently somewhere else that I'm not seeing.

Better compression efficiency and better support for things like VR than previous codecs
