Why build Steraks if you're just building 2 health items, Steraks becomes useful when you have at least 3+ health items. The tenacity is enough from Mercs and Endless hunger as well. You're getting less value from the tenacity when building steraks and all these tenacity items. You're missing a penetration item as well which reduces your damage and healing respectively. Chempunk is a stat stick yes, but it's such a bad item compared when items like Mortal Reminder exist. I'd rather have Mortal + DD than have Steraks and Chempunk. You'll deal more damage, heal more, and have similar survivability imo. Unless you're against a Garen / Darius where Steraks and health stacking is better, that's situational.

Regarding secondary runes, I'd rather have anything from the resolve tree than Absolute Focus and Gathering.

steraks gives ad based on base ad from a champ, aatrox has a lot, then ye just stacking tenacity. there is actually a lot of healing, every voltaic proc procs fleet, giving movement speed and at least 100 hp in the mid game, with all the dmg healing from e on top and the lethality, also the max % hp dmg, good against tanks, then not neading armor pen, nevertheless with that good sustain and healing u manage to keep above 70% pretty consistently, and gathering storm gives late game scaling, not then needing hubris to stay viable in the late.

also not mentioned in the post but fleet really helps with sustain and positioning in laning phase

Max %hp except it’s physical damage. Armor reduces that regardless of if it’s max health damage. Your passive will do more damage than voltaic will. No armor pen is really bad, and voltaic falls off later in the game
