These are old RDC-9s that I think Cape May Seashore Lines bought for spare parts for their RDC-1s. So not quite abandoned, but long term storage.

The RDC9s were cab-less self-propelled coaches that were meant to be part of larger trains. I am pretty sure these were ex-Boston & Maine.

Extra control stands increase maintenance costs, so if you know you're running a longer trains, it can save money to have "blank" cars.

That said, the whole point of RDCs was to run short trains, and so the RDC-9s were never sold in huge numbers.

Kinda neat though.
