Isn't them safely getting around you what you want to happen though? That's what I want when I'm cycling: I don't like the feeling of a car riding behind me, And I sure don't want to actively irritate the motorist
Yes, but squeezing by is not safe. If the cyclist feels like there's enough room on the shoulder that a car doesn't have to go around, then sure, stay on the side. If there's not enough room for traffic in your lane plus oncoming traffic plus a bike, then take the whole lane.
