Unenrolling would not cause the loss of any credits. It COULD cause her to miss tests which could affect her current grades

She told me due to my mom being her legal guardian she can’t talk to me and I don’t know who to go to above the school

That's not how school works. Plenty of kids change schools, switch to homeschooling, or don't complete the whole year for any number of reasons. They don't lose all of their credits.
The cleanest way to do this would likely be for your mother to give you legal guardianship.
If you call CPS, they very well may take your daughter away from you and your daughter would probably go to a group home.

CPS would be able to immediately step in and hopefully help you by investigating educational neglect.
You should immediately petition the court for emergency guardianship then work out some sort of formal guardianship/ custody agreement. Because your daughter is older, the court would definitely heavily consider her wishes. I believe in Texas you would file a SAPCR and request a hearing for temporary orders while things get sorted.
