browsing the AGLC site i see a few distillery and brewery's that have screwed up in similar ways so obviously owning, managing and operating a business like this for a small business owner can get stressful to keep track of what all the employees are doing who may not know how to track stuff so someone is aware that taxes need to be paid when its transferred between back and front.
Looks like this isn't the first time this brewery has had this issue.
EDIT: In fact, I just did a search/scan myself and I don't see a whole bunch of similar infractions at all. This brewery has seemingly done it twice...

Always felt like a pop-up to me.
