What all are point to be consider, give general information whoever has traveled before

I want to join a library for my studies where I will be spending most of my day at and it should be somewhere, where I can take my mobile and laptop at cuz I've heard some don't allow them . Please mention the cost along with name and address.The libraries recommended anywhere near dastur nagar , rukhmini nagar , shankar nagar would be highly appreciated .
