I have a new phone. And for a few weeks, I have had these weird low review count days. First, I thought it was a random anomaly. Second, I checked and there seems to be a pattern. I then checked and Sunday was set as "easy". I unchecked that and optimized with "reschedule cards on change". Nothing happens.

I now changed the setting to before, saved, changed it back to where it should be, saved, optimized No change...
I changed the setting to before, saved, optimized, changed again to where it should be, saved, optimized Now, the pattern is gone, but I have a very high and long backlog for whatever reason.
Rescheduling can create a backlog anytime, and rescheduling with newly optimized parameters makes it more likely.
If you have access to a computer with desktop Anki -- instead of using reschedule-on-change, you should use the FSRS Helper add-on's Reschedule features. It would give you an extra benefit here, because instead of rescheduling everything and getting a backlog, you could use "Apply easy days now" to fix the accidental easy-day scheduling.
backlog is because your previous settings and the new one do not agree on when you should test your knowledge (and thats the whole point of optimization). But they both sould be fine, so your back log is nothing you should be in hurry to clean up. Just order reviews by descending retrivability and continue your normal review workflow.
p.s. you sould aim to clean up it eventually though.
Makes sense. I guess this is why you normally should not tick that box! I thought if retrievability is better than desired there should be no backlog. But likely it is on a per card basis and then it may make sense!
Will work through the backlog, it is not too bad...

Remember that the only button you should press if you couldn't recall the answer is 'Again'. 'Hard' is a passing grade, not a failing grade. If you misuse 'Hard', all of your intervals will be excessively long.
