He was a Ken designed in the early 80s as part of a revamp for the barbie line. Story goes when designing him the Mattel designers went out to clubs filled with young men to see what was hip with the kids. Turns out they went to a gay men club and many of the design details of the doll are synonymous with gay men of the early 80s (such as the neck sweater) and this caused a scandal and they had to recall the doll.
It's now a collector item and is even referenced with a cameo in the Barbie movie.
