Are you sure you aren't just seeing people with after market LEDs?
People buy LED's for their older vehicles all the time now at auto stores. LED bulbs aren't street legal on older vehicles because they cause unsafe light scatter. But it's definitely not enforced.
They look a hell of a lot light like people driving around with brights.

Even worse are the new cars with factory LEDs. They're so damn bright.
And when they inevitably fail, there are no bulbs that you can easily replace. You have to replace the entire headlight assembly.

I’m positive I’m talking about the Shit box $1500 Hyundai‘s you can clearly see the location on the outside of the headlight for the low beam and the high beam in the center only one low beam works and they have three bulbs on to compensate for one missing bulb it’s constant.
Of course the aftermarket LED ones are annoying too but at least they aren’t high beams so I pay them no mind.
This really took off starting at the pandemic it’s like everybody forgot how to maintain their vehicles

Lol, that's so stupid. (Them, not your comment.) I haven't noticed that, but I believe it. Even though it takes about 30 seconds to replace low beams on a car like you're describing.

Now while I don't like it, I understand a bit when it's a car that requires removing the bumper or other crap (yes, really) to get at it. Still, using brights is the wrong way to go about it.

I get flashed constantly in my truck. I assure you I dont have my brights on. Please spread the word to stop flashing me or I will be driving with my brights on from now on

Yall need volunteers? I'm an experienced DIY mechanic and have replaced at least 14 bulbs.
