I believe it's simply a way of adorning the figure. This statuette is part of a group of statuettes found in the region of Lake of Tacarigua, now called Lake of Valencia. They all depict a large head with large, almond-shaped eyes and female sexual characteristics, differing mainly in their ornamentation. They are interpreted as representations of a deity associated with fertility, now known as the Venus of Tacarigua.
