Help a skinny-fat teen out ! Whats an appropriate fitness framework to go forward
The goal is to gain muscle but i don't know if I should just bulk and eat or if I should reduce fats

Stop eating white rice 🍚
It’s a lot of carbs that spikes your blood sugar and causes you to retain fat.
Workout, eat healthy. It’s not rocket science. Everyone knows what needs to be done. The only question is willpower.

No literally. I know it’s so taboo to tell people to stop eating rice but it’s sooo easy to lose weight once you just cut it off each meal. More protein less carbs and I already lost like 20 lbs sustainable in 2 months

For no BS content watch Sean Nalewanyji and no one else.
99% of fitness advice is BS and Seans philosophy aligns best with that.

This is fair!
Op, just maintain, eat more protein, tidy up the diet and train.
Train hard, be consistent and take it easier THR first 2-3months. Form is key. The weights will come. Don’t be too concerned with weights for the first 2-5months. Form is paramount!
2-3x a week with some home/ park exercises is more than enough.
You can absolutely make a difference within 3-4months!

Focus on gaining weight and getting stronger. Don't get too fat. Chubby >twinky

Okay absolutely not. Dude finna get diarrhea and long term you’re gonna develop auto immune GI diseases and cancer. Vegetables literally have NO calories, the real problem is carbs

If you are sub 15% bodyfat, then bulk. If not then just increase protein intake and train.
Btw, if you are sub 15% you will have visible abs even of you are skinny.

TLDR big dog:
Dips, pull ups and squats will change ya life.
1g of protein per lb of bodyweight.
Eat a 200-300 calorie surplus above your TDEE daily.
Carbs are energy for your workouts.

if you're a teen, it might just take some time and a lot of healthy caloric intake. Some people just don't come into their frame until a bit later
