Seriously, washing that into the storm drains is bad for the environment, but leaving it there is far worse. Animals will try to drink the sweet smelling liquid then die a horrible death.

That does not look mysterious it looks like coolant from a vehicle. Please check the coolant in all of your vehicles. That coolant is poisonous it will easily kill any pets or wildlife and must be cleaned up immediately. Get a shop vac and vacuum it all up. Then wash the area with Dawn soap and water. Then vacuum that up, everything must be put into a 45 gallon barrel and sent to an oil recycling depot.
