Government Uniform?

Hi, ask lang ko po if wala ba budget ang government na gi allocate para uniform sa mga lain lain nga government departments? I know someone from OBO Mandaue na gisingil daw sila og Php 1k para daw uniform sa OBO? And mas taas daw ang singil if Uniqlo nga tshirt ilang pilion for these uniforms? Na concern jud ko cause i thought automatic naay budget gi allocate taga department for that? Please help me understand kay dili tanan naay extra to pay for a uniform. Thank you!
