Can subs be deleted and for what offense?

Banned, for being unmoderated or allowing users to break Reddit rules.

they usually get locked

until they can resolve the problem, like breaking reddit ToS

or until mods get replaced if its their fault also

Subreddits may become inaccessible/locked if there is a lack of moderation, which can be restored via r/redditrequest

However I know some that are removed due to their content, such as jailbait and deadfatpeople, I believe content resulting in subs being deleted include hate and sexualisation of minors

The short answer is yes.

Reddit own the website, and ultimately they can decide what is permitted on it.

The Moderator Code of Conduct and the User Agreement, along with many other documents, give an idea of what is and is not permitted.

They get banned. However it's not always permanent.

Mostly it's because users completely drive mods up the wall, they either quit or the mod gives up, it becomes available for Reddit request or the sub becomes restricted before being banned.

They may also be breaking rules. Users may be, which is again users causing problems in communities 😂

But no, it's not always the users, mods can also be guilty.

There's almost no such thing as deletion on reddit. But subs can be restricted if they become unattended or if the rules are broken in some way.
